Work in leading U.S. hospitals

While California has been dealing with bilingual needs for some time now, it is a fairly new issue in Indianapolis Hospitals. Just finding out simple information about Individual Health Insurance can be an issue.
With a staff that is not bilingual, how would you all recommend going about training them to carry on conversations of importance? Would you require this training for all employees or simply designate particular employees? Any tips or advice welcome.
